- A wave is already on the strip and you need both hitboxes.

- You are about to raid and the entry check cares about count as well as peak tier.
Merge the moment the wave ends. Sitting on three identical tops is how you forget which two you meant to combine and then buy a fourth.
Replace with better
When a merge creates a top that outclasses everything on the lane, swap it into the front slot and recycle the leftover.
